Prevention (CDC) intends to award the purchase of a
proficiency testing (PT) project for 200 member
laboratories to detect and analize. The chosen vendor
will be responsible for producing and distributing
sufficient quantities of sample panels to send to 200
member labs for testing. Production of panels for PT
Challenges involves the spiking of designated
environmental or clinical matrices with agents of
bioterrorism, including bacteria, viruses, and toxins.
Each Challenge panel contains five samples and
production of as many as 200 panels may be required
for each PT Challenge. In addition, twenty-percent of
the panels produced must be stored by the vendor as
directed by the Laboratory Response Branch (LRB)
and associated Bioterrorism Rapid Response and
Advance Technology (BRRAT) Laboratory (LRB/
BRRAT) for shipment as remediation up to a year
after the initial PT Challenge. This contract is to hire
a laboratory that has Select Agent Certification to
provide all raw material, excluding biological agents,
as instructed by the LRB/BRRAT laboratory.

within the entire Pacific Ocean Division's area of responsibility such

awarded contracts will be not pre-arranged for the remote possibility

the work overseas is required. The selected firms shall furnish all

The length of this contract is one year from date of award with
annual Government options for three (3) years. Services will be
implemented through individual task orders on an as-needed basis

the Government may extend the contract for each option year for a
maximum cumulative contract amount of $9,800,000. The
Government obligates itself to a minimum contract amount of

Engineering Command, Mid-Atlantic is seeking eligible business
firms capable of performing the investigation and remediation of
Environmental Restoration, Navy contaminated sites located on U.S.
Navy and U.S. Marine Corps (USMC) installations located in the
Mid-Atlantic Region. Design or Engineering Services are required
for an Indefinite Quantity Contract for Accomplishment of Services
in support of the Navy's Petroleum Storage Tank (PST) Program at
various Stateside activities within the Naval Facilities Engineering
Command, Atlantic corporate area of responsibility. The
preponderance of the work will be at locations within the State of
North Carolina. Projects can be categorized as studies, designs, and
engineering services projects and shall include, but not limited to:
requested evaluations will be in support of environmental
investigations for the Navy's Petroleum Storage Tank Program and
will conform to applicable DOD instructions; and EPA, State and
local regulations and guidelines. Most of the work requirements are
associated with underground storage tanks (USTs); however, similar
services for aboveground storage tanks (ASTs) and other stationary
vessels and pipelines used for storage and/or transport of POL may
be required. Tasks will include the following: completion of site
characterizations/assessments, corrective action plans (CAPs), and
remedial designs. This requires gathering background information on
specific sites, obtaining soil and/or groundwater samples, installing
monitoring wells, performing pilot studies as well as any other
approved tasks deemed necessary to obtain the required information
to determine the site geology and hydrology so that extent of
contamination, evaluation of risks, and definition of appropriate
remediation measures may be accomplished. The A&E may be
required to accomplish work incidental to site remediation. The
duration of the contract will be for one (1) year from the date of an
initial contract award with four (4) additional one year periods. The
total amount that may be paid under this contract (including option
years) will not exceed $5,000,000 for the entire contract term. The
minimum guarantee for the entire contract term (including option
years) will be satisfied by the award of the initial Task Order. The
options may be exercised within the time frame specified in the
resultant contract at the sole discretion of the Government subject to
workload and/or satisfaction of the A&E performance under the
subject contract. There will be no dollar limit per task order and no
dollar limit per year. No other general notification to firms for other
similar projects performed under this contract will be made. Type of

start date is October 2008. This proposed contract is being solicited

REGIONAL STORMWATER IMPROVEMENT PROJECT IN THE

Engineers, Omaha District, intends to solicit and award one firm
fixed priced contract for Environmental Remediation Services
located at Cape Canaveral Air Station, FL, in the support of the U.S.
Army Corps of Engineers (USACE). This action will be initiated

following is a summary of the proposed scope of services. The actual
scope of services will be released with the solicitation on or about 16
July 2008. Summary: The following is a brief summary of the
proposed CCAFS Industrial Area Regional Treatment Basin planned
to be constructed as a Regional Stormwater Improvement Project in
the Industrial Area of CCAFS. The purpose/scope of the work plan,
design, and stormwater treatment system is to: 1. Manage (capture,
route and treat) stormwater runoff from the western portion of the
CCAFS Industrial Area (Regionalized Stormwater Basin permitted
by SJRWMD), and 2. Prevent (capture and treat) groundwater
contaminated with chlorinated solvents (managed by the FDEP) in
the Industrial Area of CCAFS from discharging to the Banana River
Lagoon located along the western edge of the installation. The
Banana River Lagoon has been designated an Outstanding Florida
Water, a Federal Manatee Sanctuary, and is part of the Merritt Island
National Wildlife Refuge. Therefore, it is critical to prevent
contamination from discharging into the Banana River Lagoon
through a combination of stormwater management and groundwater
capture and treatment. Project Approach: The current design is for
the construction of a stormwater retention/treatment basin system on
the west side of the CCAFS Industrial Area to capture stormwater
runoff from the western portion of the CCAFS Industrial Area and
groundwater/surface waters impacted (or potentially impacted) by
chlorinated solvent contamination emanating from industrial area
groundwater plumes. It has been determined that contaminated
groundwater can upwell into surface water swales, canals, and
ditches that eventually discharge into the Banana River Lagoon. In
addition to the retention/treatment basin, changes to the stormwater
conveyance systems (ditches, swales, canals, etc.) in the CCAFS
Industrial Area will be required to divert stormwater into the basin
area. Aeration, volatilization, and phytoremediation shall be the
primary methods used to remove volatile organic compounds from
the basin water prior to discharge to the Banana River Lagoon. The
proposed improvement plan establishes two wet detention
stormwater management areas. The wet detention areas consist of
newly constructed lake areas connected by new conveyance swales,
piping and control structure. Following the Primary system east of
Scrub Jay Road, the overflow is piped to another wet detention
system west of Scrub Jay Road for additional treatment. The wet
detention system discharges by control structure to a bubble-up
system into a wetland area south of the 1798 canal. Groundwater and
surface water impacted with VOC will be captured and treated
through a variety of treatment processing including: 1. Air
stripping/aeration/agitation treatment via a SolarBee (or equivalent)
treatment unit in the main basin east of Scrub Jay Road 2. Air
stripping/aeration/agitation treatment via a solar powered aeration
system in the secondary basin west of Scrub Jay Road 3.
Phytoremediation via wetland plant species uptake installed
throughout the primary and secondary basin system 4.
Photoionization/Volatilization via sunlight surface exposure
throughout the primary and secondary treatment basin systems 5.
Evapotranspiration via atmospheric conditions. Evapotranspiration is
considered to be one of the most significant influences in the pond
system based on Floridas climatic conditions. This process will be a
significant factor in the drawdown of the pond surface water
elevations to help ensure maximum groundwater plume capture. 6.
Air Stripping/treatment via agitation of surface water flow across
various surface water features and structures throughout the basin
treatment systems The 1798 canal bubbler/aerator system will need
to be removed and partially abandoned as part of the secondary basin
construction efforts. The canal bubbler sparge legs will be removed
and salvaged for replacement parts for other operation canal bubbler
systems at CCAFS. The blower unit and applicable infrastructure
will be removed and temporarily stored or left in place (if
unimpacted by construction activities) for future use as necessary. If
the proposed basin treatment system is unable to effectively remove
VOC contaminants, the blower system can be retrofitted to provide
more significant air stripping treatment in the secondary basin prior
to discharge to the wetland system. Basin Construction Activities:
The primary construction activities to be conducted as part of the
basin treatment system construction generally include: 1. Remove
and replace existing sanitary sewer line crossing (east/west) the
primary basin foot print. The existing gravity feed sewer line will be
replaced with a ductile iron pipe encased in a HDPE sleeve to allow
double containment under the stormwater basin while allowing future
access for maintenance as needed. 2. Establishment of a truck haul
route along Scrub Jay Road and the construction of a temporary
bridge crossing over the FT-17 canal to emplace basin spoils in the
permitted Titan Soil Staging Area. Soil samples were collected and
analyzed from various locations and depths within the basin footprint
to determine re-use options. All soil sample results were non-detect
or below FDEP SCTLs and/or CCAFS background screening criteria.
Therefore, the soil meets the CCAFS clean fill criteria and will be
staged at the Titan Soil Staging Area for future use as clean fill. 3.
Modify/deepen the existing stormwater conveyance swales and
replace existing stormwater pipes to accommodate for the upstream
basin. Replace an array of aging, undersized pipes, which will
convey stormwater to the regional treatment system. 4. Excavation
of the Primary Basin (east of Scrub Jay Road) and the Secondary
Basin (west of Scrub Jay Road) along with the installation of a 20 ft
wide access road surrounding both basins. 5. Installation of two (2)
primary control structures at the effluent of the primary basin and
secondary basin to control water level elevations in the treatment
systems. 6. Installation of a bubble-up effluent discharge system into
the wetland area south of the 1798 canal from Control Structure #2.
7. Installation of a SolarBee Treatment System (or equivalent) in the
Primary Basin and a Solar Powered Aeration Treatment System in
the Secondary Pond. 8. Modification of the 1798 Canal west of the
secondary basin (see Drawing C-7) to allow for long term
establishment of mangroves and other native species which
interconnect with the Banana River. PROCEDURE: The
Government will employ a best value approach in evaluating
proposals using trade-off selection procedures as required by AFARS
Subpart 5115.1 -- Source Selection Processes and Techniques.
Evaluation factors may include technical approach, past performance,

Projects under this contract will primarily be for environmental study
and engineering design work in federally owned or leased facilities
throughout GSA Region 3. Most work will be performed in occupied
buildings and may involve historically significant structures. This
solicitation is for study and design work pertaining to all aspects of
environmental compliance and remediation. Projects may require
knowledge and expertise related to a variety of environmental
regulations, including (but not limited to) the following examples:
the Clean Air Act (CAA); Clean Water Act (CWA); Executive Order
12856; Emergency Planning and Community Right to Know Act
(EPCRA) and Pollution Prevention Acts (PPA). Projects related to
the Resource Conservation and Recovery Act (RCRA), the
Comprehensive Environmental Response Compensation and Liability
Act (CERCLA) and the Toxic Substances Control Act (TSCA) may
also be included as may all State and local laws and regulations
related to the same issues. The scope of Engineering services under
this proposed contract may include, but is not limited to the
following: environmental compliance audits, sampling and laboratory
analysis; interpretation of sampling results; surveying; field
investigation; reports of findings, storm water management plans;
spill prevention, control and countermeasure plans; spill contingency
plans, facility response plans, hazardous materials management and
disposal plans, pollution prevention plans, site closure plans;
preliminary assessments; site investigations; feasibility studies;
preparing permit documents including calculations for submittal to
regulatory agencies; UST/AST issues; and environmental
engineering designs including preparation of plans, specifications,
cost estimates, review of construction shop drawings and submittals
and construction oversight. In addition, projects under this contract
may require industrial hygiene and environmental testing and
evaluation efforts. Projects will require knowledge and expertise of
regulations, laws and industry standards pertaining to the assessment
and remediation of indoor air quality (IAQ) related issues, asbestos,
lead materials, radon, drinking water standards, microbials, etc.
Additional services may include sampling and laboratory analysis;
interpretation of sampling results; surveying; field investigation;
reports of findings and recommendations, design as described above
of remediation projects, monitoring of hazardous material abatement
projects, and development of hazardous material survey reports. This
procurement will result in a supplemental indefinite quantity term
contract. The work stated above may involve multiple task orders to
be done concurrently within the geographical area, as stated above.
Certain projects may be designed and constructed in metric, System
International (SI) units in accordance with Public Law 100-576, the
Omnibus Trade & Competitiveness Act of 1988, the Metric
Conversion Act, and Executive Order 12770. GSA's CAD
Deliverables Policy will be incorporated as requirements of the
awarded contract. The detailed CAD Deliverable Policy may be
accessed on the Internet at http://www.gsa/gov/midatlanticcadpolicy/
Contractor agrees that all CAD, AutoCad drawings and related files,
photographs, drawings, renderings, blueprints, specifications and/or
other materials generated for use by the contractor on the project,
whether in machine readable form or not, shall belong at all times to
the General Services Administration (GSA) and shall be delivered to
GSA at the times specified and with the schedules contained in the
Agreement or at the termination of the Agreement, whichever occurs
first. EVALUATION CRITERIA TO BE APPLIED IN THE
SELECTION PROCESS IN DESCENDING ORDER OF
IMPORTANCE ARE AS FOLLOWS: 1. PROFESSIONAL
QUALIFICATIONS: Professional qualifications necessary for
satisfactory performance of required services. Submission
requirements: Provide brief resumes of proposed team members who
will specifically serve as the Program Manager, Project Managers,
Lead Engineers, Certified Industrial Hygienist, Cost Estimator and
Quality Control Manager. In addition, provide brief resumes of team
members who will perform specialized technical tasks under this
contract. The Lead Engineers shall perform and direct the design
within their respective discipline and shall sign and seal studies
where required by regulations (i.e. SPCC plans), specifications and
drawings. All Lead Engineers must be professionally registered in
their discipline and the team must demonstrate at least one
registration in each state in Region 3. Resumes should also
demonstrate that the team holds all appropriate licenses and
certifications (including but not limited to EPA Certified Asbestos
Inspector, EPA Certified Asbestos Designer, EPA Certified Lead
Inspector, EPA Certified Lead Designer, UST Inspector, etc.) as
required to perform any of the scope items in each state covered by
Region 3. Each resume shall include a maximum of five (5) specific
completed projects that best illustrate the individual team member's
experience relevant to this contract scope. 2. SPECIALIZED
EXPERIENCE AND TECHNICAL COMPETENCE: Specialized
experience and technical competence in the type of work required.
Submission Requirements: A) Provide a detailed narrative of up to
ten (10) maximum relevant studies/projects (not ten projects for each
firm or consultant), completed within the last five (5) years, that best
illustrate overall team experience relevant to this contract scope.
Within the ten studies/projects, list at least one (1) study/project that
demonstrates the teams' experience with efforts of similar size and
scope to those to be performed under this contract in each of the
following areas: 1) Environmental Compliance Audits; 2) air
program studies/permitting; 3) storm water program studies, designs,
plans and permitting; 4) industrial water discharge program studies,
design, plans and permitting; 5) UST/AST investigations, installation
design, and closure efforts; 6) ACBM inventory development,
management plan, abatement design, and monitoring; 7) hazardous
materials management, preliminary assessment, remediation design,
disposal, permitting and reporting; 8) IAQ study and remedial design;
9) drinking water standards study and associated action. In addition,
address the following: B) discuss how the firm will meet the
requirement to comply with the GSA CAD policy (referenced above)
and procedures; C) demonstrate the teamks proficiency with metric
design. 3. PAST PERFORMANCE Past performance on contracts
with Government agencies and private industry in terms of cost
control, quality of work and compliance with performance schedules.
Points of contact provided in other criteria may be contacted. A firm
with no record of past performance information shall be evaluated
neither favorably nor unfavorably. Submission Requirement: Provide
documentation to support past performance such as a copy of
performance evaluations (architect-engineer) issued for Federal
projects, commercial project owner documentation of the firm's
performance, letters of recommendation, copies of awards, etc.;
preferably for projects listed under Criteria 2. 4. ORGANIZATION,
MANAGEMENT AND QUALITY CONTROL: Discussion of the
firm's organization and management process. Demonstrated success
of the Quality Control (QC) program used by the firm to ensure
quality products. Submission Requirement: A) provide an
organization chart that identifies the overall relationship and lines of
authority of the proposed team. Include firm names if subcontractors
are included, key personnel and their discipline/specialty. B) Discuss
the firm's approach to design and project management. C) describe
the firm's QC program, describe the process for checking and
verifying studies for clarity and completeness, plans and
specifications for errors, omissions and quality, documenting design
decisions, and incorporating and tracking review comments. Of
special interest are the QC processes in place that minimize the
government's effort to QA the firm's work products for errors,
omissions, and quality. 5. CAPACITY: Capacity to accomplish the
work in the required time. Submission Requirements: A) describe
experience in successfully delivering multiple studies/ projects of
various sizes with similar delivery dates; B) discuss how surge
workload will be managed; C) discuss how firm will handle the loss
of key personnel. 6. LOCATION. Location in the general
geographical area of the projects and knowledge of the locality of the
projects. Submission Requirements: Describe the firm's location and
the ability to respond quickly throughout Region 3. In addition,
illustrate the firm's knowledge of state and local environmental
regulations and the regulatory environment unique to the geographic
area of the contract. 7. SMALL BUSINESS AND SMALL
DISADVANTAGED BUSINESS SUBCONTRACTING PLAN.
Firms will be evaluated on the extent to which they identify and
commit to the published Small Business Subcontracting Program.
As part of its Fiscal Year commitment to socioeconomic initiatives
of the Federal Government, the U.S. General Services Administration
has established a subcontracting goal of 37 percent for small
business, which includes 6.0 percent for small disadvantaged
business, 5.0 percent for small women-owned business, 3.0 percent
for small HUBZone participants, 3.0 percent for service disabled
veteran-owned small business, and 5.0 percent to veteran-owned
small business. In support of the agency efforts, firms seeking
consideration for this contract shall provide maximum practicable
subcontracting opportunities for small, small disadvantaged, small
women-owned, small HUBZone, and small veteran-owned
businesses. The use of subcontractors/consultants shown on the
submitted SF330ks will be reflected in a Small Business and Small
Disadvantaged Business Subcontracting Plan included in this
contract. The slated firms will be required to provide a preliminary
subcontracting plan (support for small business subcontracting) as
part of the interview SF 330s will be evaluated to determine the
most highly qualified firm based on criteria responses. Evaluating
past performance and experience may include review of information
provided by the firm, customer inquires, Government databases, and
publicly available sources. Failure to provide requested data,
inaccessible points of contact, or invalid phone numbers could result
in a firm being considered less qualified. The estimated contract start
date is October 2008. The period of performance will be for one base
year with four (4) one (1) year options. The contract work shall be
performed with the issuance of task orders. The value of individual
task orders executed under this contract may range from $2,000.00 to
$250,000.00. The Government makes no representation as to the
number of task orders or the actual amount of work to be ordered.
The minimum guarantee for the contract shall be $2,500.00 and will
be applicable for the base year only. The contract will include hourly
rates for anticipated disciplines at various levels for use in
negotiating fixed price task orders. However, the Government
reserves the right to award a contract based on the negotiated hourly
rates only. The estimated maximum amount to be expended under the
contract shall not exceed $2,000,000.00 in fees per year. The total
value of task orders placed against the contract for any year may be
exceeded by the Contracting Officer by up to 50% of $2,000,000.00
per year for the cumulative fee of $3,000,000.00. The options may be
exercised within the time frame specified in the resultant contract at
the sole discretion of the Government subject to workload and/or
satisfaction of A/E performance under the subject contract.
SUBMISSION PACKAGE REQUIREMENTS: The SF 330 is
limited to 75 single-sided pages. Minimum font size is 10. Submit
five (5) copies of SF 330 for the prime offeror (SF 330 should also
include offeror's key sub consultants) addressing the following
selection criteria information: Firms having the capabilities to
perform the services described herein are invited to respond by
submitting a completed Standard Form 330, Part I and Part II (1/2004
edition) dated not later than six months prior to the date of this
synopsis, for the firm and joint ventures. Firms with branch offices
and consultants must submit Part II of Standard Form 330 that should
include project samples. Firms must separately address the evaluation
factors and relate where information can be found in the submittal
package relevant to each factor. The submittal should be forwarded
with a cover letter that states the firm is requesting consideration for
Contract Number GS-03P-08-DX-D-0044. A pre-proposal
conference will not be conducted; however, questions may be

Information completed for each employee to Ms. Christi Davis. Ms.

The DHS will reply to the employee via e-mail with the website and
password that the employee shall use to access the website where the
employee shall complete the Questionnaire for Public Trust Position
(SF 85P) electronically. Upon receipt of the employee's electronic SF
85P, DHS will initiate the background check. Completion of the SF
85P via the internet is MANDATORY. However, if the employee
does not have access to the internet, the contractor shall contact Ms.
Davis who will furnish paper copies of the SF 85P for the employee
to manually complete and return to Ms. Davis. DHS will have the
final decision to employee's acceptability. Ms. Davis will notify the
contractor as each employee is given a favorable predetermination
by DHS. SELECTION INTERVIEW REQUIREMENTS: The
Government intends to conduct personal interviews with those firms
slated as most highly qualified. The tentative dates of interviews are
September 16 - 18, 2008. Firms slated for interviews may be asked to
expand upon any of the information presented related to any of the
evaluation criteria, to respond to questions to establish their
understanding of government needs, policies and approaches, to
provide technical approached and conceptual design solutions to
actual/hypothetical projects, etc. Elaborate presentations are not
